Проблем със скритата лента за превъртане на XAML ScrollViewer (Silverlight)

Имам този странен проблем, при който съдържанието в инструмента за преглед на превъртане се увеличава по размер, след което инструментът за преглед на превъртане показва хоризонтална лента за превъртане. Въпреки това мрежата, в която ScrollViewer е в крайна сметка, изглежда не преоразмерява достатъчно, за да покаже лентата за превъртане.

Изолирах проблема в това примерно приложение, основно малко xaml и някакъв код отзад, за да симулирам увеличаването на размера на съдържанието.

Обърнете внимание, че дясната лента за превъртане не се показва правилно, когато щракнете върху бутона за преоразмеряване, добавих някои подложки, за да покажа, че е там, но не на правилното място.
