Альтернативный и обновленный ответ (2020/03): делайте то же, что и UX портала Azure (можно просмотреть с помощью «Загрузить шаблон» на последнем этапе создания веб-приложения).
Для ресурса Application Insights вам не обязательно ждать создания ресурса веб-сайта. Согласно applicationInsights ARM, website.Name используется для applicaitonInsights.properties.ApplicationId. Поскольку вы создаете и то, и другое одновременно, вы можете передать значение имени как ApplicationInsights, так и ресурсам веб-сайта из ввода:
